Personally, I have always designed the favicon last, if at all. This is an awful habit. Today in the world of tabbed navigation, SEO title techniques and truncated page titles, users may end up only seeing the first word or the first couple of words of your page title at a time. Without that little 16px by 16px buddle of joy, users are required to make guesses as to which tab contains the information or website they want. So remember, take a few extra minutes during your process and design the favicon.
